Issue resolved. For the benefit of anybody else experiencing a similar issue, the Forms Hack actually doesn't check forum permissions before or at submission time.

Resolved the issue the long way around by hard coding usergroup access permissions in the drop down menu - will be a pain to maintain when there are already inbuilt user permissions for request award...
