[SIMPLISTIC] Force User to Read PMs

This is a very simple modification.
Ever wondered if the PMs you send to your users are actually read by them? Well, with this modification you can force certain users to read their unread PMs before browsing the forums. Note that the users cant "mark as read" or delete the PM. They have to open the PM in order to continue browsing the forums. Well, i hope i made myself clear. Any questions, feel free to post. I tried to keep this modification as simple as possible, so only GOOD suggestions will be implemented. Thanks! PS: i didn't check if there was already a mod like this here.
