Cool (Looking for a challenge?): Thread Scheduling/Queuing

Please note that the following, to my knowledge, is all proposal-based, and if there is such a mod available or in progress, please forgive me as I didn't find any such thing during my search.

General Purpose
The purpose of this modification would be to allow certain usergroups (namely Administrators & Moderators) to "schedule" and "queue" posts, such as global announcements, news announcement posts, and the like.

Why might this be useful?
Type up your news announcements and holiday seasons greetings ahead of time and trust they'll be posted at the exact day, hour, and minute, of a time zone you specify.

If you have 5 articles to write & post during the week of your best friend's wedding, type them all in advance while you have time, and trust that each one will be posted on a certain day at a certain time.

It doesn't stop here... as always, people will find their own unique uses for vBulletin Modifications, and this could be a stepping stone that opens other doors.

Yes, it's true that you could post a thread, delete it, and undelete it at a certain time (or you could unapprove it, and approve it at the at a certain time...) but the problem is that either you or a designated heir must be there to perform the task. Wouldn't it be better if you could do it while not even being in front of a computer?

Requested Compatibility
vBulletin 3.6.8+

Requested Features
-Easy installation of course.
-Specify which usergroups may schedule threads.
-Specify the exact Date and Time, and use the board-wide Time Zone that is set by Administrators. (Year, Month, Week, Day > Hour, Minute) (Exact Second shouldn't be necessary for most uses.)
-Specify the destination forum of the thread.
-Specify the author so that the thread looks as if it were truly posted by ______ user.
-Allow for all BBCode, Smilies, and Link-Parsing.
-Allow the queuing of scheduled threads. (E.g., allow there to be essentially as many scheduled threads as a user wishes, rather than only allowing one thread to be scheduled at any given time, for any given forum.)
-Specify whether or not the thread is to be sticky'd, closed, or both when it is automatically posted.

What to name it?
If you're up to the challenge of creating a modification that serves this purpose... by all means, it's your mod, and you should name it whatever you want. After reading this proposition, you should be able to come up with some ballpark figures for a name, but it makes no difference in all honesty.

I know how I would benefit from the abilities of such a modification, but I really think that other people could find various uses for this as well.

Good luck! (Although many of the excellent coders I've seen around vBulletin.org may not need any sort of luck. :P)

I actually have something that does exactly this which I wrote for one of my sites so I could bulk add items and have them posted at the relevant times. It needs cleanup though and requires another modification to be able to run so some of the stuff is limited to the other modification and its settings. If I get chance (not promising) I'll have a look at it and see if I can rewrite it to not require another modification and to work independently.
