Pulling PHP into the main forum footer section

I am trying to add this code

Block Disabled: (Update License Status)
Suspended or Unlicensed Members Cannot View Code.

I was trying to add it in like this, but unsure how

this code is to show a block of adverts but I just cant get it to work
