Need help fixing CSS in Static Html widget

I have a custom static html widget that looks like the first image in IE9 normal mode, however in other browsers such as IE8 or in non-compatibility mode, the smaller icons won't show up and the large yellow icon will be aligned to the left. Can someone help me get it to show up like the first image? Thank you

Here is the css:

Block Disabled:      (Update License Status)  
Suspended or Unlicensed Members Cannot View Code.

Unfortunately, I don't have IE to be able to view the problem. I would guess it has to do with floating the divs since IE has issues with that.
