In the UserGroup permissions set the "Can Post Link" permission for UserGroup 2 Registered Users to "No."

Create a new UserGroup copying the permissions from UserGroup 2 Registered Users.

Change the "Can Post Link" permissions in that UserGroup to "Yes."

Create a promotion from UserGroup 2 Registered Users to the new UserGroup based upon post count 10.

I went to regostered user group, and did not see "Can create link". where can I find it?

I have only

user group manager,
add new user group
join request
promotions
channel permissions
admin permissions

I dont see "UserGroup permissions"...

I found" can create link" is that the same thing as "can post link"?

Go to usergroupmanager and edit usergroup. You will see the permissions there.

If you use vB 4 then there are mods to do this

But if you want it for vB 5 then here https://www.vbulletin.org/forum/forumdisplay.php?f=30 is the best place to help you got an addon to set post links based on post count.
