I have added SSL to the site and fixed all the issues I think. I setup a new paid subscriptions section with paypal. We had one previously but that has all been cancelled. Now when I select to be a paid subscriber it takes me to paypal and takes my payment and it will return me to the website. However, it does not change the person's usergroup like it should to be in the donating members usergroup. This is all setup in vbulletin with the correct permissions, I'm guessing its paypal side I need to fix something to activate the vbulletin side.

Any thoughts?
