well..let me explain

a button..uses a png image (on 3.8.4 for example)

here..on this forum (psicofxp)...a button is not a one png image...

on other words:
on vb 3.8.4..on a button...right click..view image..displays a one png image
on psicofxp forum...right click..view image..displays the image on first post

If you look at the css for the stats which is the box with the arrow thingie in the very left side - 4th down, it looks something like this:

Block Disabled:      (Update License Status)
Suspended or Unlicensed Members Cannot View Code.

So, they start at position 0 (x-direction) -284px (y-direction) and then from that point, the image is 48px height and 144px wide.

Doubtful, since the image is right there. I don't know what the advantage it except that you download it once, it gets cached, and you won't have to download those images on any other page.
