I am wanting to switch from IPB 3.1 to VB 4 but only if I have a method of importing my members / topics.

Any suggestions on a way to do this?

You can use ImpEx easily to import. It's provided by vBulletin when you buy a license.

Tried that but it would give and error at top but still say the "Successful" thing and then nothing would be there.

You have most likely an error in your ImpEx config file. Likely an extra space or cariage return at the top.
