This modification is in the archives.
This is a really simple little modification that stops banned users from accessing the contact us page.
To install, import the PLUGIN xml file. Click install. No screnshots as it gives the same banned message as the rest of the site. Download Now Only licensed members can download files, Click Here for more information. Show Your Support

Doesn't work that great... I recently banned a member for being psychotic and I still get daily emails from him using the contact us page with the same IP. It says "unregistered" in the from line.
