Do you have root access or SSH access on both servers? If yes, then it would be easy to transfer the database directly from the old server to the new server.
If you only have ftp access on the old server then you might have to download it to your PC and then upload on the new server.

When the transfer is done, it shouldn't be very difficult to upgrade from vB3 to vB4.

Generally, for me, when I am migrating from one host to another, I just export from the old and import to the new, all through phpMyAdmin. Pretty simple and straight forward.
