Your title suggests that you can control the color of your notice background by applying your code in additional css template.

4.1.10 stylevar notices_background all ready does this!

The code works just fine for those who don't wanna mess with style variables... my comment is remove the text-align:center; in the code... you can use html when making a notice and add an image using html also...

Thanks for this, but I suggest removing following codes.

Block Disabled:      (Update License Status)  
Suspended or Unlicensed Members Cannot View Code.

Not close to all my text in my notices needs to be centered or bold. I'm sure not everyone would like that in all there notices.
