how can i allowed moderator to do this

i want to allow for all moderator to moving any topics from any forum to another ( move only )

because the allowed moving in their forum only

You need to edit their moderator permissions and add them as a moderator to the forums you wish them to have these abilities in.

Or you need to make them a Super Moderator.

there aren't any product to allow all moderator to moving any post to other or to specified forum

You don't need a product, just simply make them a Super Moderator as Lynne said in the post above.

I do not know of any, but then I've never needed one since all my Moderators are Super Mods. You can go to Mods > find your version > Add-Ons and pick Moderation Tools in the drop-down and see what is available.
