new topic custom link

how would i change the link and text of a new topic based on a specific forum channel?

Edit:
Template: conversation_toolbar
Find: plus_new_conversation

Block Disabled: (Update License Status)
Suspended or Unlicensed Members Cannot View Code.

modified to:

Block Disabled: (Update License Status)
Suspended or Unlicensed Members Cannot View Code.

Does the job for changing the new topic phrase per page specified, tho im still intrigued as to where i would change the link of said button on that specific page
